Imagine a government making a specific, measurable promise: doubling farmers' real income within a set period of time. This was a genuinely bold commitment. It immediately became the standard that every future farm scheme, MSP hikes, PM-KISAN, crop insurance, all explained elsewhere on this site, would be judged against, whether or not that scheme was originally designed with this specific target in mind.

This is the Doubling Farmers' Income, or DFI, target, announced with a 2022 deadline. It became exactly this kind of unifying, and genuinely difficult, policy goal.

A government-appointed DFI Committee identified several ways to try to reach this goal: improving crop productivity, cutting production costs, ensuring farmers actually get better prices through market reforms, and shifting toward higher-value activities like livestock, horticulture, and fisheries, all explained elsewhere on this site. This was not a plan that assumed foodgrain price increases alone could realistically double farm income within the timeframe.

Whether this target was actually achieved by 2022 is still genuinely disputed. Official reports and independent economic studies have reached different conclusions, depending on how they calculate things: what counts as 'real' income growth, which income sources are included, and which starting year is used for comparison. This is a genuine measurement challenge for a target this big and broad.

Regardless of whether the exact 2022 deadline was met, the DFI framework's real, lasting effect has been changing how policymakers judge farm schemes. Increasingly, the question is not just whether a scheme raises production or exports, but whether it genuinely improves farmer income and quality of life.
