ACC PLI (Battery Cells)
The incentive scheme trying to make India build the one EV component it still almost entirely imports
Imagine a country that builds excellent finished cars but imports every single engine from abroad, celebrating its automotive manufacturing success while the single most valuable component underneath every vehicle it sells is entirely sourced from another country. India's electric vehicle industry faces almost exactly this gap with battery cells, and ACC PLI is the government's specific attempt to close it.
An Advanced Chemistry Cell is the actual battery cell, the fundamental energy-storage unit, as distinct from the battery pack, which is simply multiple cells assembled together with management electronics. India has built meaningful pack assembly capacity, but as already noted elsewhere on this site, actual cell manufacturing capacity has lagged dramatically, with roughly 75% of the lithium-ion cells used in Indian EVs still sourced from China.
The ACC PLI scheme, carrying an outlay of Rs 18,100 crore, offers financial incentives specifically to companies that build large-scale domestic Advanced Chemistry Cell manufacturing capacity, targeting a cumulative 50 GWh of capacity, a deliberate attempt to attract the kind of capital-intensive, technically demanding gigafactory investment that has, so far, gone disproportionately to China and a handful of other countries.
The scheme's structure, rewarding actual committed capacity and output rather than just intent, reflects lessons from how difficult cell manufacturing genuinely is to scale, requiring not just capital but manufacturing expertise India has had to build largely from scratch, which is part of why domestic cell manufacturing capacity has grown far more slowly than pack assembly capacity despite the incentive being in place for several years.
Whenever an Indian EV or battery company announces a new gigafactory-scale cell manufacturing investment, ACC PLI incentives are very often a meaningful part of the financial case making that specific, unusually large and technically ambitious investment viable, the government's direct attempt to convert a structural import dependency into a genuine domestic manufacturing capability.
