Imagine a specialist lender that has built its entire underwriting expertise, credit models, property valuation processes, legal documentation, around exactly one type of loan, a home purchase, rather than trying to be equally good at auto loans, personal loans and business credit all at once. A Housing Finance Company is precisely this kind of specialist, a category of NBFC focused specifically on home loans.

HFCs emerged in India specifically to serve a large, structurally important lending category, housing, that pure commercial banks had not always prioritised or served with equal depth, particularly in the decades before Indian banking modernised its own retail mortgage capabilities. HDFC, before its 2023 merger into HDFC Bank, was for decades India's most prominent example of a specialist housing lender built almost entirely around this one product.

Regulatory oversight of HFCs shifted meaningfully in 2019, moving from the National Housing Bank to RBI directly, bringing housing finance companies under broadly the same regulatory architecture, including Scale-Based Regulation, that governs other NBFCs, rather than a separate, housing-specific regulatory regime.

HFCs compete with banks' own home loan divisions on a mix of factors, sometimes faster approval for specific property types or borrower profiles banks find harder to standardise, sometimes narrower product specialisation that lets them price certain risk categories more precisely than a generalist bank lending across every product category at once.

Whenever a large housing finance company merges into a bank, as HDFC did with HDFC Bank, that combination directly reflects a wider industry trend, standalone housing finance specialists increasingly folding into full-service banks that can now fund mortgage lending with cheaper deposit money rather than the costlier wholesale borrowing a standalone HFC has always had to rely on.
