Jal Jeevan Mission

Imagine a country where, as recently as 2019, roughly five out of every six rural households had no functioning household tap for drinking water, relying instead on public handpumps, wells or water carried by hand, often by women and children walking long distances daily. That was rural India's starting point for the Jal Jeevan Mission, launched on 15 August 2019 with a single, blunt objective: a functional tap water connection in every rural home.

The mission's approach was deliberately household-level rather than village-level, a village with a working community tap somewhere near its centre still counted as unserved if individual homes lacked their own connection. This forced planning and construction down to a much more granular, and more genuinely useful, level than earlier rural water schemes had typically operated at.

The progress has been substantial by any measure. Coverage rose from just 16.71% of rural households in 2019 to over 81% by October 2025, meaning more than 15.72 crore rural households now have a functional tap connection where the large majority previously had none. Eleven states and union territories, including Goa, Haryana and Gujarat, have reached 100% coverage.

This scale of infrastructure build required a matching scale of spending, with the central government's outlay reaching roughly Rs 2,08,652 crore, funding not just household connections but also the water treatment, storage and distribution infrastructure needed to actually supply them reliably.
