Suppose a country already made plenty of basic steel but kept having to import the specific, more demanding grades its defence, automotive and electronics industries actually needed, high-strength steel for critical components, coated steel for corrosion resistance, alloy grades for strategic applications. That gap, between India's large basic steel-making base and its much thinner specialty steel capability, is exactly what the PLI Specialty Steel scheme was built to close.

The scheme works by offering incentives, ranging from 4% to 15% depending on the specific product category, tied to incremental production of specialty grades across categories the Ministry of Steel defined deliberately narrowly, coated and wire products, commercial grades in two separate tiers, and steel grades specifically for strategic sectors, rather than simply subsidising more of the basic steel India already produces in abundance.

Momentum has genuinely built across three successive rounds, the first two rounds together attracted Rs 43,874 crore in committed investment and created over 30,760 jobs, while a third round launched in November 2025 added a further Rs 11,887 crore in commitments across 85 projects from 55 companies by February 2026, together expected to add roughly 14.3 million tonnes of specialty steel production capacity.

Whenever an Indian defence or automotive manufacturer sources a critical high-grade steel component domestically rather than importing it, that sourcing shift is very often traceable directly back to capacity this scheme specifically incentivised, exactly the kind of import-substitution result the scheme's narrow, category-specific design was built to produce.
