Pet Coke

The leftover at the bottom of the refining pan, and why India restricted burning it

Think of slow-roasting a piece of meat until every drop of usable fat and juice has been rendered out, leaving behind a hard, carbon-dense char at the bottom of the pan. Petroleum coke, almost universally called pet coke, is that char, produced once a complex refinery has already extracted every lighter, more valuable product it can from a barrel of crude.

A refining unit called a coker takes the heaviest, most stubborn residue left after distillation and cracks it under extreme heat, squeezing out a bit more usable fuel while leaving behind a solid, almost coal-like carbon residue as the final byproduct. The more complex a refinery is, the more of this residue it tends to produce, since complexity is precisely what lets it process cheaper, heavier crude in the first place.

For years, pet coke found a ready market as an unusually cheap fuel, particularly in cement kilns and some power plants, because it burns hot and cost less than coal. That cheapness came with a cost of its own. Pet coke typically carries far higher sulphur content than coal, and burning it releases significantly more pollution, which became an increasingly visible problem as Delhi and other North Indian cities faced worsening winter air quality.

In 2018, following directions from the National Green Tribunal, India restricted the import of pet coke for use as a fuel, while still permitting it as a raw material input for specific industrial processes such as aluminium smelting and cement manufacturing where it functions as feedstock rather than simply being burned for heat. Domestic pet coke, produced by India's own coker units, remains part of the industrial fuel mix, but under tighter environmental scrutiny than before.

Pet coke is a useful reminder that a refinery's complexity, so often discussed purely in terms of the valuable products it can squeeze out of a barrel, also determines how much low value, high pollution residue it leaves behind, and that residue has its own separate policy story running in parallel to the fuel and petrochemical ones.
