Imagine a crop so water-hungry that producing just 100 kilograms of sugar can consume roughly 2 lakh litres of groundwater for irrigation alone, and that exact crop being grown at enormous scale specifically in some of India's most water-stressed districts, Maharashtra's Ahmednagar and Solapur, the state's leading sugarcane-producing districts, also ranking among its most groundwater-stressed, a genuine, structural tension between where sugarcane grows best economically and where water can least afford to be used this intensively.

The mismatch is real and measurable, the Central Ground Water Board has classified a significant share of groundwater assessment units across Maharashtra, Uttar Pradesh and Karnataka, the country's three leading cane-growing states covered throughout this page, as semi-critical, critical or over-exploited, meaning continued heavy sugarcane irrigation in exactly these regions draws down groundwater reserves faster than natural recharge can replace them.
