Electronics Manufacturing Clusters (EMC 2.0)
The scheme that builds the roads, power and plumbing an electronics factory needs before asking anyone to actually build one
Imagine a company willing to invest in laptop or component manufacturing in India, but discovering the specific plot of land available lacks reliable power, proper roads, water and waste treatment infrastructure, the unglamorous physical basics any factory needs before a single product can be assembled. Solving exactly this problem, not the incentive economics PLI schemes address, but the physical readiness of the land itself, is what Electronics Manufacturing Clusters, EMC 2.0, was built for.
The scheme, notified April 1, 2020, updates and expands an original EMC framework from October 2012, providing financial support specifically for developing electronics manufacturing infrastructure, common facility centres, ready-to-use industrial plots with power, water and connectivity already in place, so manufacturers can begin construction and production immediately rather than spending years building basic infrastructure themselves before manufacturing anything.
This infrastructure-first approach addresses a genuinely different bottleneck than the PLI schemes covered elsewhere on this site, a manufacturer might find PLI 2.0's incentive rates attractive but still hesitate to commit capital if the available industrial land itself isn't genuinely factory-ready, EMC 2.0 exists specifically to remove that second, more physical barrier so the financial incentives can actually convert into built factories.
The scheme's success is measured partly through the Electronics System Design and Manufacturing, ESDM, sector's broader employment trajectory, projected to reach 6 million jobs by 2025-26, a target that depends on genuinely ready industrial infrastructure existing in enough locations for the PLI-incentivised investment wave covered elsewhere on this site to actually land and build, rather than incentives existing on paper with nowhere factory-ready to deploy them.
