Why this became a textbook case of coordinated industrial policy

Nearly every development in this industry traces back to a deliberate, two-pronged government strategy launched within months in 2023: add friction to pure imports (the licensing/authorisation system) while making local manufacturing financially attractive (PLI 2.0's doubled incentive rate). Cost structure: components still dominate, assembly is the smaller piece

Even for India-assembled laptops and PCs, imported components, chips, displays, batteries, typically represent the largest share of total product cost, assembly labour and facility costs are comparatively modest, which is exactly why the Electronic Components PLI matters so much, it's targeting the cost structure's biggest lever, not just the smaller assembly-stage piece PLI 2.0 alone addresses.
