Why India opened satellite components to 100% foreign ownership, but launch vehicles only to 49%
Imagine a country welcoming foreign investors with completely open arms into one part of a strategically sensitive industry, being noticeably more cautious in a second part, and applying the tightest caution of all specifically to the part most directly tied to national capability. India's tiered FDI policy for the space sector follows almost exactly this graduated logic.
Rather than a single blanket FDI limit, India's space sector policy sets different automatic-route foreign investment ceilings by activity: up to 74% automatic FDI in satellite manufacturing and operations, up to 49% automatic FDI in launch vehicles and spaceports, and up to 100% automatic FDI in the manufacturing of satellite components and subsystems specifically.
This graduated structure reflects a deliberate strategic judgement about sensitivity and control. Satellite components and subsystems, individual parts rather than complete systems, carry limited strategic risk and genuine benefit from full foreign capital and expertise access. Launch vehicles and spaceports sit closer to core national capability and international treaty obligations, warranting more caution and continued majority Indian ownership and control. Satellite manufacturing and operations sit in between.
