Targets

Imagine India building an enormous 5G network, covered elsewhere on this site, nearly four-fold tower growth in three years, yet importing the overwhelming majority of the actual telecom equipment, base stations, routers, network switches, that infrastructure depends on, meaning the economic value of this massive infrastructure build-out flows substantially to foreign equipment manufacturers rather than domestic ones. The Telecom Equipment PLI scheme, launched in 2021, exists specifically to change this equation.

The scheme offers production-linked incentives specifically for domestic manufacturing of core telecom equipment, following the same PLI logic covered across multiple industries on this site, rewarding incremental domestic production and export growth in exactly the technology categories India had historically imported almost entirely, core network transmission equipment, routers and switches genuinely essential to any modern telecom network.

This push carries genuine strategic weight beyond pure economics, telecom network equipment sits at a sensitive intersection of commerce and national security, concerns about foreign-manufactured network equipment potentially containing security vulnerabilities or backdoors have driven several countries, including India, toward policies favouring trusted domestic or allied-country equipment sources over unrestricted global sourcing.

This scheme connects directly to the Bharat 6G Vision covered elsewhere on this site, building genuine domestic telecom equipment manufacturing capability today is a necessary precondition for India to meaningfully participate in manufacturing 6G-era equipment once that technology matures, exactly why equipment manufacturing capability and technology standards leadership, covered elsewhere on this site, need to develop together rather than treating hardware manufacturing and technology standard-setting as entirely separate national ambitions.
