CMO: Contract Manufacturing Organisation
The narrower cousin of CDMO, manufacturing only, no development work included
Imagine a bakery that will faithfully bake any cake to a customer's exact, already-finalised recipe, at scale and to consistent quality, but will not help design or refine that recipe in the first place, that creative and technical work has to arrive already complete. A Contract Manufacturing Organisation occupies almost exactly this narrower role compared to its better-known cousin, the CDMO.
A CMO manufactures a drug, an API, an intermediate or a finished formulation, strictly to a specification the client has already developed and finalised, essentially pure production capacity for hire. A CDMO, by contrast, also offers development services, helping design the actual manufacturing process, optimise a formulation, or scale up a lab-scale synthesis into something a full production line can run reliably, work that happens well before the CMO-style manufacturing step.
This distinction matters to how a pharmaceutical company chooses a partner. A company with its own strong in-house process development team, that has already solved the formulation and scale-up problem itself, may only need a CMO's pure manufacturing capacity. A smaller company, or one working with a genuinely novel molecule, more often needs a full CDMO, since it needs help solving the development problem before manufacturing can even meaningfully begin.
In practice, the line between the two blurs considerably in India, many companies marketed as CDMOs also take on pure CMO-style contract manufacturing work when a client specifically only needs that narrower service, and the CDMO label has become something of an umbrella term across the industry, even when a specific engagement is really closer to CMO-only work.
Whenever an API or formulation manufacturing deal is announced as "CDMO" rather than "CMO," that label is usually signalling the partner is also contributing genuine development or process design expertise to the project, not simply running an already-finished recipe through its production lines.
