Why the real limit on Indian drones was never the drone, it was the sky
Imagine flying a paper plane across a room while keeping your eyes on it the entire time, adjusting your throw the moment it drifts. Now imagine trying to fly that same paper plane into the next room, out of sight, trusting instruments alone to keep it on course and away from obstacles. The second task is a completely different order of difficulty, and it is exactly the difference between ordinary drone flight and BVLOS, Beyond Visual Line of Sight operation.
Almost every early commercial use of drones in India, aerial photography, small farm surveys, inspection of a single tower, could be done within visual line of sight, meaning the pilot on the ground could always see the drone directly. But the genuinely valuable use cases, spraying pesticide across a large farm, delivering medical supplies to a remote village, patrolling a long stretch of border, or surveying a pipeline that runs for kilometres, all require the drone to fly far beyond what a human eye on the ground can track. That gap between what regulation allowed and what the technology could actually do was the real bottleneck holding the Indian drone industry back for years.
The Drone Rules of 2021 rewrote India's approach from the ground up, replacing a dense, permission heavy regime with a lighter framework built around a digital platform called Digital Sky, which handles registration, airspace mapping and permissions online instead of through physical paperwork. BVLOS flight is now permitted, but only for drones and operators that clear a higher bar, the aircraft itself needs type certification confirming it meets safety standards, the operator needs specific authorisation, and the pilot needs the appropriate remote pilot certificate, since a machine flying out of sight of its operator carries meaningfully higher collision and safety risk than one always in view.
This is the regulatory unlock behind a wave of Indian drone applications that would have been illegal, not just difficult, five years ago. Agricultural spraying drones covering large farms in a single flight, logistics pilots delivering blood samples and medicines to remote clinics, and long range surveillance drones used for both civilian infrastructure monitoring and defence border patrol all depend on BVLOS clearance to make commercial or operational sense. Companies like Garuda Aerospace and ideaForge have built much of their commercial pitch around exactly this capability.
When you hear that a company has received BVLOS approval, understand it as the regulatory equivalent of a car being cleared for the highway rather than just the driveway. The vehicle existed before. What changed is where it is now legally allowed to go.
