The fast lane India's military uses when the normal process would simply take too long
Imagine a hospital's normal purchasing process for new equipment taking eighteen months of paperwork and approvals, versus an emergency ward's authority to simply buy what it urgently needs within days when a crisis is unfolding right now. India's armed forces have an equivalent emergency lane sitting alongside their normal, much slower defence procurement process.
Standard Indian defence procurement, involving detailed technical evaluation, trials, price negotiation and multiple layers of approval, routinely takes several years from initial requirement to actual delivery, a timeline built for careful, considered long-term acquisition rather than urgent operational need. Emergency procurement powers grant the armed forces significantly expanded financial authority and a dramatically compressed approval process to acquire specific equipment quickly, when normal timelines would leave a genuine capability gap during an active or imminent security situation.
These powers have been invoked repeatedly during periods of heightened border tension, most visibly following stand-offs and conflicts where a specific capability gap, in areas like drones, ammunition or specific weapons systems, needed to be closed in months rather than years. Emergency procurement typically comes with an enhanced financial ceiling that individual service chiefs can approve directly, without the full standard multi-layered sign-off chain.
The trade-off is a deliberate one: emergency procurement accepts a higher risk of paying a premium price or a less thoroughly vetted vendor selection process, in exchange for closing an urgent capability gap fast enough to matter operationally, a trade the standard procurement process is simply not designed to make.
Whenever a sudden, large defence contract is awarded on an unusually compressed timeline following a border incident or escalation, emergency procurement powers, rather than the standard multi-year acquisition process, are almost always how that unusually fast deal became possible.
