How India picks one private company to become a long-term defence manufacturer
Imagine a government wanting to build a long-term domestic aircraft manufacturing capability, but instead of scattering small contracts across many companies, deliberately choosing one private Indian company as its anchor partner for an entire platform category, betting on building deep, lasting capability in one place rather than shallow capability everywhere. That is the essential logic of India's Strategic Partnership Model.
Introduced in 2017, the Strategic Partnership Model designates specific, high-value defence platform categories, submarines, fighter aircraft, helicopters and armoured fighting vehicles among them, where a selected Indian private sector company partners with a foreign original equipment manufacturer to manufacture that platform domestically under technology transfer, rather than simply importing it or awarding the work to an existing defence public sector undertaking.
The model is explicitly designed to build long-term, repeatable manufacturing capability rather than a one-off production run. The chosen Indian strategic partner is expected to invest in facilities, absorb technology and workforce skills, and remain the domestic manufacturing base for that platform category across multiple future orders, not just the initial contract.
This represented a genuine shift in Indian defence procurement philosophy, historically dominated by public sector undertakings like HAL and Mazagon Dock, toward a deliberate, government-selected role for private industry in the most sensitive, highest-value categories of defence manufacturing, categories previously considered almost exclusively the domain of the public sector.
Whenever a large Indian conglomerate is named as the domestic manufacturing partner for a major foreign submarine, fighter jet or helicopter programme, the Strategic Partnership Model is very often the specific policy framework under which that selection and long-term manufacturing commitment was made.
