Fabless vs IDM: India's Strategic Choice

Why most of India's semiconductor startups design chips but deliberately never plan to manufacture them

Imagine a chip company facing a fundamental strategic choice, become an Integrated Device Manufacturer, IDM, handling both chip design and the enormously capital-intensive fabrication covered under the Dholera Fab discussion elsewhere on this site in-house, or operate as a fabless company, focusing purely on chip design and outsourcing actual manufacturing to specialised foundries, and India's semiconductor startup ecosystem overwhelmingly choosing the fabless path, over 40 fabless startups now operating compared to essentially no Indian IDM attempts at meaningful scale.

This strategic tilt reflects genuine, clear-eyed recognition of India's actual comparative advantage, fabless design companies achieve considerably higher gross margins with dramatically lower capital intensity than fabrication requires, covered under the Dholera Fab's Rs 91,000 crore investment scale elsewhere on this site, meaning a talent-rich but capital-constrained startup ecosystem can realistically compete in chip design in ways that would be essentially impossible if each company also needed to fund and operate its own fab.

This fabless focus connects directly to India's chip design talent strength covered elsewhere on this site, India already contributes meaningfully to global chip design work through both established multinational design centres and homegrown design startups, RISC-V-based ventures covered elsewhere on this site prominently among them, making design-focused, fabless strategy a genuine alignment between where India's existing talent advantage sits and where new venture capital and entrepreneurial energy can most efficiently be deployed.

This fabless-first strategy doesn't mean India has abandoned fabrication ambitions entirely, covered under the Dholera Fab and India Semiconductor Mission discussions elsewhere on this site, government-backed fabrication investment continues in parallel, but represents a genuinely deliberate division of labour, private capital and entrepreneurial energy flowing predominantly toward capital-light fabless design where returns come faster and risk is lower, while the enormously capital-intensive, strategically vital fabrication capacity gets built primarily through large, patient, often government-anchored investment instead.
