The invisible engineering work that happens before a single wafer is touched

Imagine an architect drawing up the detailed blueprint for a building long before a single brick is laid, deciding exactly how every room, wire and pipe will be arranged. Chip design is that same blueprinting exercise applied to a semiconductor, laying out the exact circuit architecture a chip will follow before it ever goes near a fabrication plant.

Chip design is a distinct, highly specialised engineering skill, separate from the physical act of manufacturing, requiring deep expertise in electronics and specialised software tools to plan how billions of microscopic transistors will be arranged and connected on a single chip. A single chip design can take anywhere from months to years to complete, and design mistakes caught only after fabrication are extremely costly to fix, making design accuracy critically important.

India has historically been strong in chip design work for global companies, even while having almost no domestic fabrication capacity, and schemes like DLI are a deliberate attempt to convert that existing design talent pool into India owned chip design companies rather than purely a service workforce for foreign chip brands.
