Lithography
The single most difficult step in making a modern chip
Imagine printing a newspaper page so fine that individual letters are smaller than a virus, and doing it perfectly, without a single smudge, across an area the size of a dinner plate, thousands of times a day. Lithography is that process, applied to silicon rather than paper, and it is widely regarded as the single most demanding step in making a modern chip.
Lithography works by shining light through a patterned mask onto a silicon wafer coated in a light-sensitive material, transferring an extraordinarily precise circuit pattern onto the chip below. As chip features have shrunk toward the scale described by node size, the light itself has had to shrink too, ordinary visible light is far too coarse to draw features this fine, which is why the industry has progressively moved to shorter and shorter wavelengths, culminating in EUV, extreme ultraviolet lithography, whose wavelength is roughly a tenth that of the light used in earlier chip generations.
EUV machines are, without much exaggeration, among the most complex pieces of industrial equipment ever built, and one company, ASML of the Netherlands, holds an effective global monopoly on producing them. This single point of concentration is a genuine chokepoint in the entire global semiconductor industry, no company anywhere, regardless of capital or ambition, can currently buy leading-edge lithography equipment from anyone else.
This is exactly why lithography equipment has become a direct instrument of geopolitics. Export restrictions on EUV and even advanced older-generation lithography tools have been used deliberately to slow specific countries' ability to manufacture cutting-edge chips domestically, since without this one machine, no amount of chip design talent or capital can produce a leading-edge wafer.
Whenever a country's semiconductor strategy is described as targeting mature nodes rather than the cutting edge, lithography equipment access, not just capital or talent, is very often the real constraint quietly shaping that choice.
